Melinda Baird Melinda Jacobs, Esq. is in private practice in Knoxville, Tenn., and exclusively represents local school systems in the areas of special education and antidiscrimination law pursuant to the IDEA, Section 504 and the ADA. She is a highly sought after speaker and trainer. In addition to her frequent national, state and local presentations, she has produced several LRP training videos and publications on special education law. Ms. Jacobs is also a member of LRP’s School Attorneys Advisory Board.
